This isn't specifically directed at you, because I don't know what you were thinking when you said this, so it may not apply here.

It seems that many people who would never say "that girl is too fat" wouldn't think twice to say "that girl is too skinny". The two strike me as very similar, and if one is not comfortable with the former, they shouldn't be comfortable with the latter. Body shaming is body shaming, no matter who it is directed towards, so to say "she could use a sandwich" bothers me.

Too skinny for you to find them physically attractive? No issue; that's not a judgement on them, it's a personal statement about what you prefer. That isn't saying they should change to suit you or that there is anything objectively wrong with them.

Too skinny for what a woman should be, in general? That might be an issue. It's putting the onus of responsibility on them to conform to what you or society thinks they should be; it's saying there's something wrong with them. That wouldn't be a statement about your personal preferences as they pertain to you.

I think it's more a pushback to the fashion culture they willingly participate in. Models, fashion designers, etc. trying to be as skinny as possible, projecting unreasonable body images, which we've generally seen a lot of pushback from in the last decade.

I don't think you'd get the same reaction if they were cross country runners.

Not to suggest that it's OK to body shame in that circumstance, but I don't necessarily see it as criticism in a vacuum. Ex., me looking at a cover of mens fitness: that dude is absurdly, over the top muscley. Is that any of my business? No. Is it a reasonable thought? I dunno.
